Position DescriptionProgram Manager will be responsible for overall management and implementation of the program in his/her respective region. He/she will plan, achievement of deliverables within defined timelines and according to the standard operating procedures of the foundation. S/he is responsible for contributing to program design and development; technical support to interventions; measurement, research and documentation; representation and partnership development, proposal and resource development; and training, mentoring and organizational learning of staff for implementing the program in the region. S/he will ensure regular reporting to the head office and monitoring and supervision of program staff.Key Responsibilities:Partners Relations/coordination
  • Ensuring coordination and cooperation between the provincial Govt. local administration, civil society organizations, cooperate sector and important stakeholders;
  • Collaborate with senior management and other marketing teammates to align HDF goals with new and existing partner relationships
  • Support in mobilization of resources from different partners, including the preparation of strategies, program briefs and project documents, organization of regular donor meetings and field visits;
  • Represent the HDF on different forums through active participation
  • Ensure timely reporting on projects with partners
  • Effective partnership built with national and international counterparts for successful implementation of the program
  • Keep a positive ongoing relationship with current partners and offer new ways to grow the partnership
Program oversight
  • Support design and organization required for assessments, baselines and evaluations,
  • Contribute to regional level contingency plans and support the integration of contingency planning for program and proposal design, where possible
  • Planning, development and execution of Annual Development Plan of the region
  • Provide guidance to Social Mobilization teams and ensure the inclusion of vulnerable communities, including women, the poor and socially excluded groups in the social mobilization process.
  • To make sure that the Education program is planned and implemented properly according to the policy,
  • To ensure proper functioning of adult literacy centers.
  • To make sure that the health program is planned and implemented properly
  • To make sure that CHC environment acceptable for community members.
  • Ensure clean environment, availability and sustainable management of water and sanitation for all in the region
  • Impart nationally/internationally employable skills to youth specially girls
New program development
  • Provide feedback to Director Program and CEO in designing of new program/project proposals to meet the needs of the target population
  • Strategize, implement, and maintain program initiatives that adhere to organizational objectives
  • Expanding program offering and enhancing the quality of existing program
Operational Management – Financial, Administrative and Human Resource
  • Ensure high quality reporting on financial expenditures to the program’s donors and head office
  • Supervise Finance and Administration staff and ensure proper bookkeeping of all financial transactions at regional level
  • Responsible and act as safeguard of the HDF assets, buildings and staff
  • Ensure that all Finance, HR, Admin and procurement policies and SOPs
  • Ensure high quality accountability, transparency in procurement of services, works, goods and selection of beneficiaries
  • Ensure compliance of approved budgets and preparation of periodic budget variance analysis.
  • Responsible for overall human resource planning at regional level,
  • Plan and approve program staff leave without affecting the program workplans and timelines.
Minimum RequirementsQualification:Master’s degree in Social Science, Management Science/Project Management, from reputable institution.Experience
  • Minimum 7-10 years of professional working experience with development sector organizations at managerial and supervisory level.
Skill Set
  • Fluent in English. Knowledge of local languages will be an added advantage
