SCOPE OF WORK - Data Quality Assurance OfficerProject BackgroundAs part of the post 2022 floods recovery in Sindh, Sindh People’s Housing for Flood Affectees (SPHF), is leading a resilient housing reconstruction program for 2.1 million households and carries a vision to systematically assess various flood affected settlements in Sindh to develop Climate Resilient Settlement Development Plan (CRSDP). This process is crucial for setting up, upgrading, and sustaining essential community infrastructures to improve access to basic public services. These plans would also help carry out the land entitlement process to vulnerable communities in Sindh.Objectives and ResponsibilitiesThe Data Quality Assurance consultant will play a central role in ensuring the accuracy and integrity of data collected during field activities. This consultancy will involve collaborating closely with field teams to compile, clean, and validate data to meet project requirements and quality standards.The position will be responsible for below mentioned tasks:
  • Work closely with field teams to gather and compile data collected during field activities.
  • Organize and catalog data in a structured manner for further analysis and processing.
  • Ensure completeness and accuracy of collected data sets before proceeding to the cleaning phase.
  • Develop and implement data cleaning protocols and procedures to identify and rectify errors, inconsistencies, and missing values in the collected data.
  • Utilize data cleaning tools and software to streamline the process and ensure efficiency.
  • Collaborate with field teams to address any data collection issues and discrepancies promptly.
  • Conduct thorough quality assurance checks on cleaned data sets to ensure accuracy, consistency, and adherence to predefined standards.
  • Verify data integrity through validation techniques and cross-referencing with original sources or reference data.
  • Generate reports highlighting findings, discrepancies, and corrective actions taken to maintain data quality.
  • Establish effective communication channels with field teams to understand data collection methodologies, challenges, and requirements.
  • Provide orientation and support to field staff on data collection best practices and quality assurance protocols.
  • Foster a collaborative environment to encourage feedback and continuous improvement in data collection processes.
Deliverablesa) Attend the orientation session prior to the field work.b) Compiled and organized data sets from field activities.c) Cleaned data sets free of errors, inconsistencies, and missing values.d) Quality assurance reports highlighting data accuracy and integrity.e) Orientation materials and support provided to field teams on data quality assurance processes.f) Report on any challenges encountered during data compilation, cleaning and validation process.Reporting relationshipsThe Data Quality Assurance Officer will be in contact with the Field Supervisor closely who will lead and supervise the activity. They will also have working relationships with the Project Manager /MEAL Officer or any other responsible field staff. During the assignment, organization will provide transport to/from field.Duration of contractThe contract duration for the assignment will be 3 to 6 months approximately, duration may increase or decrease depending upon task completion.Required Competencies, Experience and QualificationPersonal Qualities

  • Understandable knowledge of English
Education
  • Intermediate with diploma/short course in computer science, preferably university graduates from any recognized University in any related discipline.
PaymentThe Data Quality Assurance Officer will be given a lump sum daily allowance of PKR:5500/- (four thousand and five hundred rupees, inclusive of communication allowance) per day including the day of training.Experience
  • Previous experience in data compilation, cleaning and validation.
  • Have working knowledge of Apps like Kobo/Comcare etc.
  • Familiarity with Microsoft Office.
  • Must have data analysis skills using Microsoft excel.
  • Must be able to follow and carry out instructions given by supervisors and willing to learn from others’ guidance.
