The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. UN-Habitat has been a partner with the number of ministries at national and provincial level, development partners, civil society organizations and academia.
UN-Habitat Pakistan Country Programme Pakistan, 2018-2022 lays down the roadmap for achieving the New Urban Agenda focusing on right to adequate housing, universal access to safe and affordable drinking water and sanitation and other basic services, sustainable economic growth, building resilience and protection and conservation of natural habitat as well as Sustainable Development Goals (SDGs) particularly SDG11 aiming to make cities and human settlements inclusive, safe, resilient, and sustainable. The Country Programme is aligned with the Pakistan United Nations Sustainable Development Framework (UNSDF) One UN Programme (OP-III).
UN-Habitat provides a cross-cutting approach for reducing vulnerabilities and risks before and after the disasters. The organization's approach to disaster risk management/disaster risk reduction, reconstruction and recovery is located on its long-standing practice in working closely with the communities, provincial and local authorities to meet their needs for land, shelter, basic services, secure tenure and infrastructure while simultaneously covering the longer-term development needs and advocating on policy interventions.
UN-Habitat in collaboration with Ministry of Climate Change started a project, to enhance community, local and national-level urban climate change resilience to water scarcity, caused by floods and droughts in Rawalpindi and Nowshera cities which aims to enhance the capacity of households in selected areas of Rawalpindi and Nowshera, to construct, operate and replicate flood resilient water harvesting facilities; besides, engaging the City & District authorities to develop the rain water harvesting facilities on public buildings and flood water storages in public gardens; and also to develop spatial strategies to manage city-level developments considering climate change risks and impacts caused by floods and droughts.
In the Disaster Risk Reduction (DRR)/Disaster Risk Management (DRM) and building climate change resilience, UN-Habitat has started a project to promote disaster resilient school infrastructure in KP Province.
B. tasks and Responsibilities
Under the direct supervision of Habitat Programme Manager (HPM) in Pakistan and overall supervision of Human Settlements agent (HSO) in the Regional Office for Asia and the Pacific (ROAP), the incumbent will have the following tasks and Job responsibilities:
� Assist HPM in technical matters related to WASH, Shelter, Infrastructure, water, and energy conservation and DRR initiatives.
� Supervise technical team, prepare, and monitor work plans, project schedules and other activities carried out to achieve project objectives.
� Closely coordinate with UNDP and provide design, estimates, BoQ's of the proposed construction, rehabilitation work or emergency relief items including supporting the bidding process of DRSI project, verify the bidding documents and evaluation of contractors.
� Supervise Preparation of Cost estimation including BoQ and ensuring that quantities and estimates are accurate.
� Provide guidance for supervising and monitoring all technical aspects of the project activities.
� Supervise site implementation activities and assist towards developing specifications for engineering goods and services
� Coordinate with District Education agents, M&E and planning agent E&SED for identification, site selection, and data collection.
� Establishing a structure to supervise the implementation and monitor all construction, rehabilitation, or water & energy conservation related activities in line with approved design, drawings and document, process and approve variations orders and adjustments wherever required due to site conditions.
� Formulate and manage hazard resistant technical trainings for the staff, implementing partners, local authorities and community and maintain the records of the events.
� Lead the Development of retrofitting, repair and strengthening guidelines.
� Instruct contractors for material testing and compliance insurance including construction/repair supervision and ensuring quality and workmanship.
� Analyze implementation work plans and make recommendations for improvements as necessary.
� Assist in Monitoring and reporting of the progress and identifying issues timely and work towards the solution of those issues.
� Organize and conduct training sessions and workshops and provide guidance and backstopping to the team for integrated implementation of activities with other thematic area of the projects, preparation of training manuals.
� Assist team in conducting qualitative and quantitative assessments.
� Ensure environmental disposal of the excavated, dismantled or construction wastes.
� Ensuring safety of the construction workers through following safety practices.
� Ensure representation of UN-HABITAT in various forums and coordination.
� Provide support in supervision of logistics for official travel requests for duty travel etc.;
� Travel to the field as required in consultation with the Project Manager and the team
� Perform any other task assigned by the manager.Competencies

� Bachelor's degree in civil engineering or equivalent.

� Minimum six (6) years significant work practice in construction building, WASH, and Solid Waste Management, post-earthquake reconstruction and emergency and post disaster work.
� Should have a good command on Auto Cad and other significant tools/software and expertise on construction material and workmanship quality control.
� expertise of Government systems and familiar with government construction guidelines and standards are advantage.
� practice in managing, monitoring and evaluating projects and training of local human resources.Language:
� Fluency in English as well as the national language of the country (both oral and written) is required. expertise of another UN official language is an advantage.
� Other expertise:
