The purpose of this assignment is to provide technical support for cancer avoidance and control with a special focus on the national-level implementation of the WHO Global Initiative for Childhood Cancer (GICC).
Background
Each year, an estimated 400,000 children worldwide develop cancer. The majority of children living in low- and middle-earnings countries are unable to consistently obtain or afford cancer medicines. As a result, nearly 100,000 children die each year.Close to nine in ten children with cancer live in low- and middle-earnings countries and survival in these countries is less than 30%, compared with 80% in high-earnings countries.
WHO in collaboration and St Jude Children's Research Hospital under the WHO Global Initiative for Childhood Cancer (GICC) has established a collaborative initiative to increase care access, quality, and integration of childhood cancer in national and global agendas. The overall objective of the GICC is to measurably improve health results and to reduce suffering for children by scaling up the capacity of Member States to provide quality services for children with cancer and to increase the prioritization of childhood cancer in national priority benefit packages.
This innovative approach will open a new chapter in access to cancer care by covering medicine availcapability in low- and middle-earnings countries that are often complicated by higher prices, interruptions in supply, and out-of-pocket expenditures that result in financial hardship.
Pakistan is one of the countries in the Eastern Mediterranean Region earmarked for the collaborative support of WHO and St. Jude. A national consultative meeting on childhood cancers was held in the country with all stakeholders in the last quarter of 2023 under the leadership abilities of experts from WHO EMRO and St Jude and has helped in identifying priority actions for covering the childhood cancer burden in the country.
To initiate childhood cancer interventions under this collaboration, there is a need to hire a consultant who will coordinate this initiative with the government and all stakeholders.
Scope of Work
The consultant will support the national implementation of childhood cancer avoidance and control interventions in alignment with the RFA on cancer avoidance and control and the CUREALL framework and in line with the WHO GICC priorities.
They are expected to undertake the following tasks:
�contact with health staff at national and sub-national levels to provide technical input in the development, implementation, and follow-up of childhood cancer-related activities, in line with the broader national and sub-national NCD and cancer agendas, to ensure that activities are implemented in conformity with WHO policy and internationally recognized standards.
� Follow up with the Ministry of Health, NCD, and RMNCAH unit in WCO and other partners to ensure proper and timely implementation of the program activities.
� Prepare agenda for, and follow up on the execution of workshops, seminars, and meetings for childhood cancer at the national level, as well as for all NCD and cancer-related programmes, as necessary.
� Technically review program reports, proposals, and other documents significant to the GICC develop an executive summary of recommendations on best practice, and provide quarterly situation reports on progress, achievements and constraints.
� Communicate with stakeholders at the local level for childhood cancer, to identify priority health-related issues among children with cancer and ensure that these are properly addressed in an integrated approach across the three levels of healthcare.
� Monitor childhood cancer needs at the national level to inform planning and achieve significant objectives, including by integrating childhood cancer in the broader national and sub-national cancer agendas.
� Collect and compile data, including analysis related to the above-mentioned areas, to generate evidence-located information to support sound decision-making and reorientation.
� Undertake field visits to attend field health coordination meetings.
Qualifications and skills
Qualifications required:
� University degree in medicine or public health. An advanced degree in oncology is desirable.

� At least two years of significant practice in NCD avoidance and management with specific practice in cancer avoidance and control.
� practice in dealing with childhood cancer would be an asset.
� practice in working with local community and National authorities including the private sector.
� Work practice with the UN system or international non-governmental organizations.

Skills Required
� Excellent interpersonal, oral communication, writing, and documentation skills.
� capability to meet tight deadlines and to work effectively under pressure.
� Language: Excellent command of English and the local language - both spoken and written.
Place of Assignment
