Description :Essential Responsibilities
  • Ensure effective field-level adoption and real-time use of DHIS2 for TB surveillance and reporting.
  • Provide on-site and remote technical support to dhis2 users in the field, including troubleshooting errors, resolving data flow issues, and ensuring system adherence.
  • Monitor and reinforce correct usage of the TB01 digital form and associated workflows across all levels.
  • Serve as a technical lead for DHIS2 troubleshooting, configuration improvements, and minor system adjustments in collaboration with HISP and DMU.
  • Identify system bottlenecks and user-reported challenges, and work with relevant teams to deliver timely resolutions.
  • Support metadata maintenance, performance monitoring, and configuration updates when necessary.
  • Lead efforts to integrate DHIS2 with other Mercy Corps TB program tools, ensuring seamless data exchange, alignment of indicators, and reduced duplication. Coordinate with internal IT and DMU teams to design and maintain secure interoperability mechanisms (e.g., APIs, data pipelines).
  • Ensure interoperability processes comply with data security and national digital health standards.
  • Work in close coordination with Data Management Unit (DMU) at Mercy Corps, Sub-Recipients (SRs) for implementation follow-up and system use, Common Management Unit (CMU) / National TB Program (NTP) to ensure system alignment with national protocols under the supervision of the supervisor.
  • Participate in technical working groups, coordination forums, and periodic program review meetings as the DHIS2 focal person.
  • Collaborate with DMU and M&E teams to ensure effective use of DHIS2 data for supervision, planning, and reporting.
  • Support the generation of analytical products, dashboards, and visualizations that provide actionable insights for program teams and partners.
  • Contribute to evidence-based decision-making by surfacing patterns, data gaps, and operational insights from DHIS2.
  • With the support of supervisor, contribute to the long-term strategy for digitalization, ensuring integration of all TB-related applications, enhanced dashboard development, advanced visualization, and alignment of systems for comprehensive program monitoring.
  • Perform any other tasks assigned by the supervisor to support program objectives and system optimization.

  • Master’s degree (or equivalent 16 years of education) in Computer Science, Data Science, or an equivalent.
  • Minimum Five to Seven (05–07) years of relevant experience in digital health, health information systems, or related fields (or equivalent combination of experience and education).
  • Demonstrated experience in DHIS2 implementation, configuration, and support, particularly within health programs.
  • Hands-on experience with health systems interoperability, metadata maintenance, and stakeholders’ coordination.
  • Familiarity with TB surveillance systems, DHIS2 Tracker, and national health reporting protocols is preferred.
  • Strong technical understanding of DHIS2 functionality and health data workflows.
  • Proficiency in Power BI, Excel, and data visualization tools is desirable.
  • Excellent written, verbal communication and presentation skills.
  • Additional experience in program management, project implementation, or coordination of health programs will be considered an asset.
  • Demonstrated understanding of the Global Fund and the National TB Control Program (NTP) of Pakistan is strongly preferred.
  • Proven ability to communicate effectively in English and Urdu, both in writing and verbally.
  • Strong analytical, organizational, and interpersonal skills with the ability to work independently and collaboratively within teams.
  • Experience working with an INGO will be preferred.
