Provide technical support to the Provincial Expanded Programme Khyber Pakhtunkhwa Pakistan on Immunization for attaining the set targets for equitable immunization coverage against the vaccine-preventable diseases.
Background
Immunization is one of the most fundamental competencies of public health programs. Expanded Program on Immunization (EPI) in Pakistan was initiated in 1979-80 with the ultimate objectives of reduction in morbidity and mortality caused by Vaccine Preventable Diseases. Priority interventions include capacity building in all EPI domains, enhancing community participation, effective vaccine & logistics management, quality service delivery, case-located surveillance, ensuring sufficient & sustainable funding, and strengthening immunization partnerships.
Pakistan's immunization indicators are yet to reach the expected benchmark. Same is the case with Immunization Indicators of Khyber Pakhtunkhwa, The key goals of Polio Eradication, Measles, and Neonatal Tetanus elimination could not be achieved.
Government of Pakistan will receive Full Portfolio Plan funds in Q1 of 2024 with substantial funds for WHO to support the implementation of planned activities. There is a need to develop plans for timely implementation and reporting. The provincial plans would be developed in conformity with the share allocated to the Khyber Pakhtunkhwa - Pakistan.
For this purpose, a provincial consultant will be hired to provide technical support to the Provincial Directorate of EPI Khyber Pakhtunkhwa (KP) and liaison with the Federal Directorate of Immunization. The consultant will be required to work in close coordination with provincial programs and partners to strengthen the EPI.
Objectives
The main objective of the consultancy is to provide technical advice to the Provincial Directorate of EPI in the implementation and execution of initiatives in line with Policy and Strategic directions developed at the Federal level. The consultant will also provide technical support in the development of an action plan at a provincial level in line with the National Policy for improved, quality, and equity-located immunization coverage against the vaccine preventable diseases.
Work to be performed.
The consultant will be assigned to carry out the following tasks and provide the following deliverables:
Output 1:Provided technical support to Provincial EPI Program, Khyber Pakhtunkhwa (KP) to plan and implement Integrated Outreach Activity (IOA) in all districts of the province and support Provincial Directorate of EPI to develop Big Catch Up (BCU) action plan, support implementation, and develop monitoring modalities.
Deliverables:
1.1: Provide technical input to the Provincial Directorate of EPI in development of Intensified outreach plan in KP.
1.2: Extend technical advice to Provincial Directorate of EPI in development of Big Catchup action plan for KP.
1.3: Draft Report on Big Catchup activities conducted at Provincial level.Output 2:Conduct training need assessment at the provincial and district level in all programmatic areas and device training plan for the provincial EPI programs for all cadres.
Deliverables:
2.1: Conduct Training need assessment.
2.2: Draft Training plan.Output 3:Provide technical support and input to Provincial EPI program -KP and WHO VPD Surveillance Unit in conducting Measles Risk Assessment and draft Outbreak Response plan.
Deliverables:
3.1: Provide technical support in conducting Measles risk assessment
3.2: Draft Outbreak response plan for Measles outbreak.Output 4:Provide technical input in the assessment of EPI program performance, and in identifying gaps in immunization services at provincial level. Guide the provincial EPI program on mechanisms to strengthen and improve health service provision through involvement of private sector.
Deliverables:
4.1: Conduct Immunization services gap analysis.
4.2: Initiate dialogue and engage stakeholders in drafting recommendations for engagement of private sector.Specific Requirements:
Qualifications required
� University degree in public health related field. significant Master Degree is an asset.
� WHO, only consider higher educational qualification obtained from an accredited institution.
practice required
� At least 5 years of practice in public health including practice in EPI.
� practice in EPI and drafting policies and strategic documents.
Desirable
� practice of working with WHO, UN, or other international organizations.
expertise / Technical expertise and knowledge
� Knowledge of Microsoft Office software applications
� Knowledge of the current health system, with a good knowledge of the country needs, priorities, and policies
� Good interpersonal expertise, teamwork, time management, and coaching of others.
Language requirements
� Expert knowledge of English and local language.
Place of assignment
� The selected candidate will be located inPeshawar, Pakistan
Medical clearance
� The selected Consultant will be expected to provide a medical certificate of fitness for work.
Travel
� Alltravel arrangementswill be made by WHO - WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receivesubsistence allowance.
