Description :General Position SummaryThe Security Officer will guide staff on matters related to safety and security, including travel, office safety, and security on a day-to-day basis. The Security Officer will be responsible for the proper implementation of Standard Operating Procedures (SOPs) related to all staff travel and security protocols. S/he will assist in assessing the security situation in the areas of programmatic interventions and establish a network for the collection of relevant information and support in assessing the risks associated with the areas of intervention.Essential Job Function: * Representation in Security Meetings
  • Serve as the primary security focal point, representing Mercy Corps (MC) in security coordination meetings with local authorities, law enforcement agencies (LEAs), humanitarian partners, and other relevant forums as required.
  • Ensure timely dissemination of security updates to internal stakeholders and actively engage in district and provincial-level coordination mechanisms.
  • Travel Protocols, Tracking, and Field Movement
  • Lead the review, implementation, and continuous improvement of travel protocols and security SOPs across all operational areas in Punjab.
  • Oversee and manage real-time tracking of mobile vans, program field teams, and individual staff movements, ensuring timely check-ins and travel clearances in coordination with LEAs.
  • Provide program and logistics teams with current information on travel routes, weather conditions, estimated travel times, stopover points, safe zones, and verified accommodation options.
  • Maintain an up-to-date contact list of LEAs and key checkpoint authorities for immediate reference during staff movements.
  • Ensure all staff movements are accurately recorded in the tracking system and that safety protocols are strictly followed.
  • Conduct pre-departure security briefings, ensure drivers are regularly trained, and verify that all vehicles are equipped with essential safety items, including first aid kits and fire extinguishers.
  • Field and Program Activity Coordination
  • Support program implementation in the field, ensuring that staff adhere to established safety and security procedures during all visits.
  • Maintain regular updates in the tracking tracker system and incident database, ensuring data accuracy and reliability.
  • Conduct routine safety and security checks at operational sites, including offices, warehouses, hotels, mobile/static locations, and guest accommodations, in collaboration with relevant teams.
  • Work closely with program focal points to embed security considerations into all stages of field activity planning and execution.
  • Incident Tracking, Coordination, and Response
  • Maintain and update a daily incident tracker that captures security developments, disruptions, and staff-related incidents across all operational locations.
  • Coordinate with law enforcement and relevant ground-level stakeholders during security events, ensuring timely protective actions for staff and organizational assets.
  • Facilitate prompt reporting, documentation, and escalation of all incidents in line with MC’s internal protocols and inform the Security Manager and relevant departments accordingly.
  • Ensure timely and transparent communication of potential threats (e.g., civil unrest, weather hazards, etc.) to all MC offices in Punjab.
  • Security Duties
  • Support the ongoing review, update, and enforcement of security SOPs in response to evolving contextual threats and risks.
  • Monitor and report real-time security developments in the province to the Security Manager and senior leadership.
  • Develop and manage security guard rosters, ensuring proper shift coverage and tracking leave schedules.
  • Ensure that all security equipment (e.g., CCTV, alarms, lights, extinguishers) across operational sites are functional and regularly maintained.
  • Conduct regular field visits for security assessments and risk analysis, providing practical recommendations to enhance safety.
  • Maintain and routinely update the staff communication tree, and ensure periodic testing for emergency response readiness.
  • Monitor public demonstrations, roadblocks, and other disruptions, and proactively advise staff accordingly.
  • Conduct regular reviews of the ‘Office Locking Register’ and share observations with the Head of Office.
  • Organize and facilitate periodic security drills and emergency preparedness exercises.
  • Deliver comprehensive safety and security orientations to all new hires, as well as ongoing refresher training for existing staff.
  • Trainings and Capacity Building
  • Coordinate and lead field safety training sessions, including driver safety workshops and incident preparedness activities.
  • Conduct trainings on card issuance, management systems, and secure communication protocols.
  • Ensure all team members are aware of internal reporting channels, emergency contact points, and basic self-protection strategies.
  • Develop and distribute context-specific safety handouts, quick-reference guides, and scenario-based training materials to field teams.
  • Reporting and Documentation
  • Maintain precise and up-to-date logs of daily staff and vehicle movements, sharing relevant details with the Security Manager and Administrative team.
  • Report and document any violations of security protocols, recommending corrective actions as necessary.
  • Compile weekly and monthly security reports, incorporating field assessments, risk evaluations, and incident summaries, along with strategic recommendations for improvement.

  • Minimum master’s degree (16 Years of education) from a recognized University
  • A minimum of 5 years of experience in the field of security, with security as a core responsibility. Experience with international non-governmental organizations (INGOs) will be preferred.
  • Experience in security management in emergency/disaster situations (including conflicts).
  • Clear understanding of matters related to safety and security and risk mitigation.
  • Good understanding of the geographical, social, and political context of Punjab.
  • Fluency in English, Urdu, and knowledge of the local languages of Punjab.
  • Computer skills in Microsoft Office applications
  • Excellent networking skills
