The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. UN-Habitat has been a partner with the number of ministries at national and provincial level, development partners, civil society organizations and academia.
UN-Habitat Pakistan Country Programme Pakistan, 2018-2022 lays down the roadmap for achieving the New Urban Agenda focusing on right to adequate housing, universal access to safe and affordable drinking water and sanitation and other basic services, sustainable economic growth, building resilience and protection and conservation of natural habitat as well as Sustainable Development Goals (SDGs) particularly SDG11 aiming to make cities and human settlements inclusive, safe, resilient, and sustainable. The Country Programme is aligned with the Pakistan United Nations Sustainable Development Framework (UNSDF) One UN Programme (OP-III).
UN-Habitat provides a cross-cutting approach for reducing vulnerabilities and risks before and after the disasters. The organization's approach to disaster risk management/disaster risk reduction, reconstruction and recovery is located on its long-standing practice in working closely with the communities, provincial and local authorities to meet their needs for land, shelter, basic services, secure tenure and infrastructure while simultaneously covering the longer-term development needs and advocating on policy interventions.
In the Disaster Risk Reduction (DRR)/Disaster Risk Management (DRM) and building climate change resilience, UN-Habitat has started a project to promote disaster resilient school infrastructure in KP Province.
OBJECTIVES
In KP province, most of the school buildings and educational institutions do not comply with the required building standards published by the Pakistan Engineering Council. In the practice Education Department issue building specifications for construction purposes. As a result, majority are poorly constructed and lack of preparedness and response plans for disasters. There is an agreement among experts that many schools collapse due to lack of expertise and lack of policy, regulations and guidelines for school site selection, design, construction, and use of construction material. Equallycontributing to such factors is lack of preparedness in schools in terms of evacuation plans, designated evacuation areas, and safety consciousness.In order to identify and select the project target areas, desk reviews were used followed by meetings.The area selection was built upon through the consultations that areas should be a) located on the vulnercapability in terms of earthquake prone areas, b) areas with increasing children population due to internal migration, c) large number of schools that are not received investment for improvements of buildings. During initial meetings with JICA Pakistan office was agreed to work in areas highlyvulnerable to earthquake and other disasters, lacking substantial work in regard to improvement ofschool infrastructures.
RESPONSABILITIES AND EXPECTED OUTPUTS:
Under the direct supervision of the Habitat Programme Manager (HPM) in Pakistan and overall supervision of the Human Settlements agent (HSO) in the Regional Office for Asia and the Pacific (ROAP), the contractor will deliver the following responsibilities in 113 working days:

� Provide technical expert inputs to project planning and execution of the implementation plan and to take decisions and timely actions to ensure results are achieved.
� Support in Planning and managing project resources (financial and human resources) to maximize project cost-effectiveness and efficiency.
� Propose new initiatives and areas for support located on changing trends, priorities, and economic conditions and prepare concept notes and/or programme documents for new funding.
� Facilitate to formulate project reports (progress, financial, procurement, etc.) for management information, oversight and action.
� Support to capture expertise, best practices and lessons learned, and ensure its dissemination for organizational and stakeholders learning and sharing.

OUTPUTS:
Output 1: Technical support to the project implementation plan for the JICA project under the country programme and to take decisions and timely actions to ensure results are achieved required by the project team.
Output 2: Facilitate to prepare and submit project progress report to Senior Management.
Output 3:Support to capture expertise, best practices and lessons learned, best practices and ensure its dissemination for organizational and stakeholders learning and sharing.

QUALIFICATIONS
suitable education
Masters in Environmental Design/ Urban Planning, Engineering, Disaster Risk Reduction, Architecture or significant field.
Work practice:
� A minimum of 2 years of work significant practice in the areas of disaster risk reduction and management, earthquake rehabilitation, infrastructure and building design. Responsible work practice in program management in the area of disaster risk reduction is considered as an asset.
� expertise of local governance, local area and community is essential.
� practice to provide support in development projects with particular focus on disaster risk mitigation including retrofitting of infrastructure and water & sanitation sector is preferable.
Language expertise:
� Fluency in English as well as the national language of the country (both oral and written) is required. expertise of another UN official language is an advantage.

REMUNERATION
Lump sum payments will be made as per below payment schedule in Five instalments, upon the consultant's submission of expected deliverables and evidence of satisfactory outputs/results upon certification and approval by UN-Habitat.
