- Take lead on planning and implementation of the Health and Wellbeing department in particular, in the area of Primary Health Care (PHC), First Aid and WASH, as well as other Emergency Health operations and Pharmacy as required.
- Lead and facilitate the execution, implementation, and coordination of health programs (both long-term and emergency health projects) in coordination with the provincial health/program manager.
- Coordinate and manage health services and program-related activities, and give direction on programs’ functional developments.
- Develop strategies, policies and procedures for the department and prepare detailed proposals and formulate recommendations for administrative approval.
- Serve as the technical programme lead at NHQ, leading the overall responsible coordinating focal person for ensuring the effective implementation of health projects in the field and ensuring compliance with project agreements between PRCS and partners.
- Coordinate and correspond with IFRC, ICRC, Partners National Societies (PNSs), Provincial Branches, external stakeholders and Government bodies in relation to ongoing and proposed healthcare and WASH projects.
- Evaluate and process proceedings of the procurement committee related to the procurement of medical supplies and medicines. Ensure smooth procurement of medicine/equipment/regents and rational use.
- Finalize cash forecast /cash request fund transfer request of the project while synchronizing the proposal received from NHQ/PHQ and activity/budget approved for the respective year.
- Develop health project plans with timelines and milestone deliverables to handle emergency situations.
- Monitor and evaluate PHC and other health-related projects, conduct Training Need Assessment (TNA) and prepare training courses for the related staff. Design and prepare orientations and mandatory training as needed for development and team policies.
- Oversee the execution of health programs and services according to the Strategic & Plan of Action (PoA), approved budget sheets and log frames of the health programs.
- Support provincial team for closely collaboration with other partners in the Province i.e. UNICEF, WHO, UNFPA, Deputy Commissioner (DC), District Health Office (DHO), etc. through joint participation in meetings with Province officials and other stakeholders (Province team meetings, National or Province Task Force meetings) as well as in partner meetings as may be required and give a technical recommendation.
- Support and arrange training and capacity building for PRCS health staff at BHUs and in the field, as well as government health personnel in PRCS targeted areas, in collaboration with stakeholders.
- Conduct supportive supervision and monitoring, finalize strategies and procedures, prepare a detailed proposal, and formulate recommendations for administrative approval.
- To synergize and integrate BHU service delivery activities to enhance coordination, direct program-related activities, and give direction on programme functional developments.
- Initiate the medical response in a disaster/emergency and execute the emergency health operations throughout the country when needed.
- Ensure checks on pharmacies in NHQ and branches. To guide the team in maintaining up-to-date records of medicine consumption and planning in PRCS Health Facilities.
- Lead the RCRC Health Technical Working Group (HTWG) and follow on the meeting minutes implementation and follow-up.
- Develop and maintain good liaison with governmental authorities, donors, the humanitarian country team, non-governmental organizations (NGOs), the private sector, and civil society organizations to coordinate and promote project activities.
- Monitor health, PHC and Medicines situation/needs in the country and plan and respond as per IFRC, PRCS & PNS’s guidelines.
- Ensure quality reporting of health programs to RC partners and Government authorities/agencies regarding the response/operations.
- Regular field visits, preparing/sharing field visit reports with and closely monitoring of the quality and implementation of the PHQs and field level activities, providing advice/guidance to project staff on possible solutions to problems as they arise. The position will require extensive travel and frequent field visits in the country.
- Other tasks and duties are assigned by PRCS management.
- MBBS with valid PMDC registration is a mandatory requirement.
- Preference will be given to candidates having a degree of MSPH from HEC-recognized universities.
- With a minimum of Seven (7) years of experience working on Primary Healthcare and public health programs, preferably in humanitarian settings. Experience in donor-funded programmes (USAID, CDC, BMGF, UN, ECHO, EU) will make candidates preferable.
- Demonstrated strategic leadership in health programming through a combination of professional experience, academic training, and familiarity with relevant literature, institutions, and leaders in the field.
- Hands-on experience in emergency health and WASH tools.
- Experience in effectively coordinating with international and national headquarters and field-based staff, as well as partner agencies and stakeholders, including government officials, NGOs, etc.
- Experience in imparting training and capacity-building initiatives.
- Strong problem-solving, team management, leadership and project management skills.
- Ability to provide leadership and manage diverse teams across all levels.
- Ability to work effectively in groups and in collaboration with other departments.
- Self-motivated and disciplined
- Proficiency in health operations and the use of online data resources, databases and reporting tools.
- Ability to analyze complex information and develop strategies, plans, procedures to address policies of the department.
- Coordination and networking with the Ministry of NHSRC and other partners.
- Strong writing reports, presentation, and communication skills.
- Fluency in spoken in English and local languages.
- Good reporting skills in MS Word, Excel, and PowerPoint.
- Experience in capacity building and delivering training for health service providers.
- Sound knowledge of working with financial tools and software.
- Very Good team player (service-oriented), able to work in stressful situations.
- Flexibility to adapt to fast-changing circumstances.
- Maximum Age limit up to 50 Years
- Travelling: As and when required to project areas. At least, 30% of the working time, field presence will be required.
